Embattled NYC board chair quits Renthia Kaimbi The interim executive chairperson of the National Youth Council (NYC), Beverly Silas-!Garas has resigned, effective 19 August 2025.  Her resignation ends an eight-month interim leadership that began in December 2024, during which the NYC faded legal disputes, protests, frozen funding, and allegations of political interference. Silas-!Garas submitted her resignation letter on 11 August 2025.  She said the decision coincides with the end of her two-month extension, which she did not request.  “I have given my reasons to the minister [Sanet Steenkamp], and therefore will not disclose them publicly. It’s a decision I made with a sober mind without any duress,” she said. Her appointment followed the dissolution of the entire NYC board by then-minister of sport, youth and national service, Agnes Tjongarero, in December 2024.  Tjongarero cited governance concerns and failure to execute the council’s mandate.  She appointed an interim board and named Silas-!Garas, a former NYC board director and youth representative for marginalised communities, as chairperson and interim executive chairperson. The appointment was challenged by the Namibia National Students Organisation (Nanso) and the Youth Forum, who took the matter to the High Court. They argued that Tjongarero acted outside her legal powers under the NYC Act, calling the decision “unconstitutional” and “procedurally flawed.” Youth groups protested at NYC offices and the ministry, rejecting the interim board as “illegitimate” and demanding the reinstatement of the elected board or fresh elections. The High Court suspended the decision six days later due to procedural flaws.  In June, Silas-!Garas faced scrutiny for holding a second job as acting executive chairperson of NYC, earning N$22 000 per month, without approval from the Public Service Commission (PSC).  She serves in the directorate of legal services in the ministry of justice and said she had applied for permission to receive external pay.  At that time, she claimed the ministry’s executive director had approved her request, pending PSC recommendation. In the same month, the ministry said her request had been sent to the PSC but had not yet been endorsed.  Silas-!Garas said she worked two days a week at the NYC, took unpaid leave for those days, and ensured neither role was compromised.  She said she often worked overtime without additional pay. She previously served on the NYC board from November 2021 until its dissolution in December 2024.  Two months ago, Silas-!Garas said she would not seek reappointment once her interim term ended in June and called for merit-based appointments. In her resignation letter, she expressed gratitude to minister Steenkamp, former minister Tjongarero, former deputy minister Royal Ui/o/oo, NYC staff, youth leaders, stakeholders, and her family for their support. Steenkamp confirmed to Windhoek Observer that she received the resignation letter and said the ministry will address NYC’s board matters.  “We are actively engaging all role players, within our legal mandate, to ensure NYC matters are addressed. Also, her letter states that she served two terms already. The law does not make provision for a third term,” she said.

NYC director addresses ‘misleading’ claims National Youth Council (NYC) director Calista Schwartz-Gowases has hit back at reports suggesting that she deactivated former executive chairperson Sharonice Busch’s cellphone number despite prior assurance from management that she would be allowed to keep the number. However, according to Schwartz-Gowases, Busch continued to benefit from NYC-linked Mobile Telecommunications Limited (MTC) services months after resigning from her position in December 2024, and only communicated after she discovered the issue. Schwartz-Gowases said this in a media statement sent to The Namibian this week. Schwartz-Gowases said all remaining MTC-linked SIM cards were deactivated on 22 May, with an additional number disconnected on 6 June, following her intervention. “Regarding the issue of Busch, I wish to state the facts unambiguously. Busch formally resigned from the council in December 2024. “Nevertheless, it came to my attention that her MTC-linked services continued, notwithstanding the council’s prior written instruction to MTC to terminate these services following her resignation,” she said. Schwartz-Gowases added that there was neither authorisation nor any legitimate basis for the continuation of these benefits. Busch ceased being an employee and was not entitled to any further use of council resources. “As a corrective measure, the remaining services were terminated on 22 May, with an additional account under Busch terminated on 6 June. The matter is presently under investigation. Busch is advised to refrain from public commentary on this issue and to await the formal outcome of the council’s internal processes. “As director, I remain fully committed to the responsible stewardship of public resources and to maintaining the institutional integrity of the NYC,” she said. This comes after The Namibian reported that Busch is requesting the reactivation of her previously assigned cellphone number stating that it was essential to her professional and personal communication and assuming responsibility for any associated costs. FORCED LEAVE Last week, The Namibian reported that the board had resolved to put Schwartz-Gowases on forced leave of absence to allow an independent disciplinary process, in which sources claimed she refused to vacate her office. However, according to a letter seen by The Namibian, executive chairperson Beverly Silas-!Garas clarified to all NYC workers that Schwartz-Gowases was not put on forced leave. In her statement, Schwartz-Gowases said the allegations are entirely unfounded and misleading. “I remain in full service, report for duty daily, and continue to execute my mandate as director of the NYC without any disruption. There exists no official resolution, instruction, or legal justification for any so-called forced leave. “These fabrications serve no purpose other than to spread politically motivated misinformation. NYC board blocks N$345 000 legal bill over ‘unauthorised’ probe Chairperson, board clash over director’s disciplinary case The National Youth Council (NYC) board has rejected a N$345 000 legal bill, accusing interim chairperson Beverly Silas-!Garas of commissioning an unauthorised investigation into the council’s director. The board says Silas-!Garas independently instructed Metcalfe Beukes Attorneys to probe matters regarding NYC director Calista Schwartz-Gowases, which had already been addressed by a ministerial investigation and the courts. The board describes the move as wasteful, insubordinate, and a possible witch-hunt of whistleblowers. The board said this in a letter dated 5 June, addressed to minister of education, innovation, youth, sport, arts and culture Sanet Steenkamp, her deputy Dino Ballotti, and executive director Erastus Haitengela. According to the letter, sent by board vice chairperson Hendrik Theofilus, Silas-!Garas gave the lawyers instructions without consulting with or getting the approval of the board. “Silas-!Garas went ahead and added her own instructions to Metcalfe Beukes Attorneys that culminated in the pro forma invoice of N$345 000. These instructions relate to an investigative process which the interim board did not consent to. “The above forms the basis on which the interim board of directors refused to approve the amount of N$345 000,” the letter says. Regarding the director’s disciplinary process, the interim board resolved that Schwartz-Gowases must be placed on forced leave of absence indefinitely to allow for an impartial and independent disciplinary process. Sources, however, say she has refused to vacate her office. NYC director Calista Schwartz-Gowases TRIBAL AGENDAS The board has also rejected Silas-!Garas’ claims that it has made decisions based on personal interests and tribal agendas. “It must be emphasised herein that the interim board consists of independent individuals appointed based on their professional expertise. “These are slanderous accusations and have the perpetual effect of tainting our professional and personal reputations. The interim board of directors made its decisions purely objectively, based on our fiduciary duty to the council in relation to governance matters,” it said in the letter. The NYC now seeks the minister’s permission to convene a special meeting with immediate effect to establish a disciplinary committee to address the matter concerning the director. Steenkamp said she would provide feedback on the matter. “This is the first time I’m seeing this letter. I will read it and respond to them,” she said on Tuesday. ‘BASELESS ALLEGATIONS’ Silas-!Garas yesterday told The Namibian the allegations made against her are personal attacks. “I categorically deny the allegations made against me, which are false and baseless. Given that the minister is seized with the matter, I will not expand further. “However, I note with regret the personal attacks and efforts to undermine my authority by certain interim board members and staff. Claims suggesting I serve without proper authority are unfounded and part of a broader attempt to discredit my role and destabilise governance,” she said. Silas-!Garas said accusations about bias and her ambitions to be reappointed are equally misplaced. “I have no desire for reappointment, and any future consideration will rest on merit, not manipulation or propaganda. As of 5 June 2025, I formally requested the minister’s urgent intervention and directive regarding the matter involving Mrs Calista Schwartz-Gowases . . . “It would be inappropriate to engage further in public discussions while awaiting the minister’s directive,” she said. She added that “the ongoing leaks of confidential NYC documents to media houses are deeply concerning.” Questions sent to Schwartz-Gowases yesterday were not responded to by the time of going to print. The NYC has been facing scrutiny over its governance practices. In December 2024, minister of sport, youth and national service Agnes Tjongarero dismissed the entire NYC board, citing misconduct and mismanagement of funds. Furthermore, a forensic report dated March 2024 detailed governance failures and corruption within the council. ‘I will not seek reappointment’ – NYC chair Allexer Namundjebo  The interim executive chairperson of the National Youth Council (NYC), Beverly Silas-Garas, says allegations questioning the legality of her appointment are part of a smear campaign. Silas-Garas dismissed allegations challenging the legality of her appointment, calling them a politically motivated campaign aimed at undermining her credibility ahead of the NYC board appointments scheduled for 19 June. In a statement released on Tuesday, Silas-Garas said her appointment is fully compliant with the country’s governance laws, including the Public Service Act of 1995 and the Public Enterprises Governance Act of 2019. “These coordinated allegations are not only misleading but also part of a broader campaign to destabilise the Council’s operations and manipulate public sentiment as the interim term draws to a close,” she said. The NYC has experienced governance disputes since late 2024.  On 13 December 2024, the then minister of sport, youth, and national service, Agnes Tjongarero, dissolved the NYC board, citing dysfunction.  Six days later, on 19 December, the High Court suspended the decision due to procedural flaws.  Despite this, the minister appointed an interim board on 20 December, with Silas-Garas as the only retained member from the previous board. The interim board’s role has been to stabilise the NYC and prepare for the upcoming General Assembly.  During this period, the Council has faced protests and criticism from civil society groups and former board members who dispute the interim board’s legitimacy and have demanded the reinstatement of the dissolved board. Silas-Garas said her appointment followed all legal and procedural requirements.  She is the only member who completed ministerial approval processes for remuneration outside the public service, pending final endorsement from the Public Service Commission (PSC). “I have operated transparently and within the legal framework. My leave is approved by the Ministry of Justice’s Executive Director, and I have submitted all necessary documentation to the PSC since January 2025,” she stated. She detailed her involvement with the NYC since November 2021 as a board director until December 2024, followed by her current role as interim and executive chairperson.  She has been on unpaid leave from the ministry of justice while performing her NYC duties.  She said a board resolution on remuneration requires ministerial approval, which is currently awaiting a PSC recommendation. “All documents relating to my appointment were submitted to the PSC in January 2025 and remain pending,” she said.  Silas-Garas described the executive chairperson role as full-time but flexible.  She called for legislative changes to the NYC act to clearly define governance structures and avoid future confusion. She confirmed she will not seek reappointment once the interim term ends in June and stressed that future appointments should be based on merit. “Let us not allow political agendas to cloud what should be a clear and legal process of reform. The NYC must be a platform of integrity and youth development, not factional power struggles,” she said. Silas-Garas appealed for calm and cooperation from all stakeholders as the NYC transitions into new leadership.

Busch, who is now a member of parliament, said this in a letter dated 2 June and addressed to the interim NYC board, as well as minister of education, innovation, youth, sport, arts and culture Sanet Steenkamp and her deputy Dino Ballotti. According to Busch, upon her resignation last year, she sought to retain her primary contact number stating that the number was essential to her professional and personal communication, assuming responsibility for any associated costs. However, in the letter, Busch says she was dismayed to discover that the number had been disconnected, allegedly on the instruction of NYC director Calista Schwartz-Gowases, despite prior assurances from human capital manager Dominic Mukumba that the transfer would be facilitated. “Unfortunately, despite Mukumba’s assurance to effect the transfer, at around May, it came to my attention that the mobile number was disconnected; significantly disrupting my ability to communicate with anyone and access key and critical platforms which require two-factor or secondary authentication via mobile text or call. “It is my understanding that the instruction to disconnect the mobile number, despite my earlier request to transfer it to my personal account, was made by Calista Schwartz-Gowases,” she says. She adds: “While I am not aware of the reasons why such a course of action was chosen, I must express my deep disappointment in the handling of this matter, and the utter disregard for the reasons earlier advanced to support the transfer of the mobile number,” she says in the letter. Busch urges the interim board to ensure compliance with all relevant legal instruments and to apply due diligence in resolving the matters she raised. She also calls for transparency regarding the appointment of the acting executive chairperson, questioning the legality and procedural correctness of the appointment. In an interview with The Namibian yesterday, Busch said the interim chairperson never made an effort to get a handover report from her. “This speaks to the insufficient manner in which the institution is currently being managed,” she said. She said she had requested that the number be transferred to her name, however, the director terminated the service without honouring her request. “The mobile device/number is an executive package given to the head of the council. Upon resigning from NYC, I explicitly requested that the contract be transferred into my personal name to continue with the number for reasons explained in my letter to the board. “The director who was put on forced leave again, terminated the service of my phone without honouring my request. I wish to state that as articulated in the letter, the financial costs, needless to say, are mine to carry. It’s professional networks I wanted to remain in touch with because it’s the only phone number they have of me,” she said. According to Busch, NYC should be for young people. “NYC must be left for the young people and young leaders to govern, and allow the youth to have their space to advance policy issues that can improve the life of Namibian youth. I trust that the institution will embark on a complete reform process to ensure it meets its public objectives soon.” NYC has previously faced scrutiny over its governance practices. In December 2024, minister of sport, youth and national service Agnes Tjongarero dismissed the entire NYC board, citing misconduct and mismanagement of funds. Furthermore, a forensic report dated March 2024 detailed governance failures and corruption within the NYC, raising concerns about the institution’s operational integrity. Schwartz-Gowases says she realised that despite Busch resigning, the company was still paying the Mobile Telecommunications Limited account on her behalf. “l stopped it because why must you be paid by the institution if you are not an employee of the institution? That is theft and there are procedures that needs to be followed that when you resign, immediately you need to request for the number to be your personal number which was not followed. She had the number for almost six months and the company was still paying for those charges, which is not acceptable. As an accounting officer, I had to stop that,” she says.
