RM: Our culture has a pervasive suspicion that someone is getting something they don't deserve. The scrutiny tends to go on the poor and disadvantaged rather than the rich and privileged.

Some people didn't even know they had a debt until other government income (eg tax return, family tax benefits) were garnished.
Reverse onus of proof means people had to prove they didn't owe the money.
Govt often already had the evidence in their files, but didn't use it.

RM: story of Rhys Cauzzo. Was 'just a kid' living in Melbourne. He ended up getting chased by private debt collectors and died by suicide.
