NTSB & FBI actually do have the authority! There is precedence!

A notable example, as i mention in OP, is the #EgyptAir Flight 990 investigation where NTSB and FBI jointly launched an independent investigation.

According to report, ENG1 cutoff switch 4 secs after Liftoff, ENG2 one sec later, and RAT deployed fully 4 secs after ENG1 cutoff.

FOUR SECONDS? According to Boeing Data, it takes 6-7 seconds for RAT to begin gen power!
