- different goals
- different definitions of "winning"

A win for Iran might be driving US forces from Gulf States or causing Israel to stop annexations

Energy Flows, shipping lanes, tourism, markets. The economic model of the #Gulf itself.

That's #AsymmetricWar at regional scale.
