Overview

What: Midlothian Council's active travel team are assessing the need for secure cycle parking, ebike charging stations, and expanding the Brompton Hire scheme.

Why: We understand that a lack of safe and secure storage facilities can be a deterrent for cycling to the shops, to visit friends/family, and to access public transport links, or that people simply need somewhere secure to store their cycle at home. The rise in popularity of ebikes also opens up opportunities for more people to get out cycling so we would also like to hear your  views on ebike charging stations.

The Brompton bicycle hire scheme launched at Sheriffhall Park and Ride in October 2024 has seen a steady increase in usage and we are now looking at expanding the scheme to another location within Midlothian. The Brompton hire scheme allows members of the public to rent a Brompton folding bicycle for £5 per day and provides the freedom to drop it off at any of the existing 70+ Brompton Hire lockers in the UK (currently there is one in Musselburgh, one in Prestonpans, and two in Glasgow).

Where: We are looking for responses from Midlothian residents and visitors on such infrastructure to determine the best locations within the local authority to install these.

When: If there is demand for this type of infrastructure, we are hoping to have this installed in the near future.

Spokes Deputation - 7.1 Cycle Hire Scheme Update
The City has been without a bike hire scheme for several years now since the previous
one collapsed. When bike hire is commonplace in most cities, this is not something
that locals or visitors would expect, it prevents many opportunities and it reflects badly
on the city
As such, it is welcome that the city has now come up with a scheme which promises to
launch this summer. However, whilst we are very pleased to see a scheme go ahead,
this particular scheme leaves a lot to be desired, and we hope the Council will consider
our representations and keep working on improvements to this scheme, and on
alternative models of operation.
As per the report only two suppliers have demonstrated, and the Council is still to
decide between them. The report is lacking in details of numbers, locations, etc which
we would have thought would have contained the proposals of each operator so they
could be considered.
Given there was a previous cycle hire operator we would consider that to be the 'trial'
and given around ±300,000 trips were completed during that two year period it seems
the new scheme being purely run for profit will not reap the rewards a council
controlled scheme would allow to be benefitted.
While a no-cost, privately operated e-bike scheme may reduce immediate financial
burdens on the council, experience suggest that such models can face significant
challenges, including financial sustainability, equitable access, public space
management, enforcement, and affordability. A hybrid approach, involving a publicprivate
partnership with appropriate council oversight and investment, would better
ensure the scheme's success and alignment with broader social and environmental
objectives.
Edinburgh has and continues to operate a bus and tram network not purely

that the Data Collection referred to at 4.3.1 and 4.3.2 include data on breaches of the
requirement for hire bicycles to be parked within specific geofenced locations whether
that data be collected from the geofencing technology itself or from public reports and
Council officer and operator monitoring on the streets."

2024 to “receive further information […] on how the requirements around accessibility,
security and street clutter will be addressed” has not been addressed in detail;
2) Agrees that if any cycle hire scheme in Edinburgh is to be a success, then it must
minimise street clutter, ensure our streets remain accessible, and address the problems
of the previous scheme in respect of theft and vandalism; notes that these issues were
addressed to some extent in the workshops held in February 2025 but that the report
does not give any assurances on these points;
3) Further notes that a dockless e-bike scheme will not meet the objectives of a cycle
hire scheme agreed in November 2021 and reaffirmed on 12 December 2024;
4) Therefore agrees that an assessment of potential providers for an e-bike scheme at no
cost to the council must also include an assessment of the extent to which the operator
would:
a) minimise street clutter;
b) ensure Edinburgh’s streets remain accessible to all;

The speakers, Transport and Environment Convener Cllr Stephen Jenkinson, and the Council’s Head of Transport Strategy and Partnerships, Deborah Paton [formerly at Glasgow City Council], gave a joint presentation, with Cllr Jenkinson concentrating on policy and turning to Deborah to explain how this worked out in practice.

With around 100 people, this was one of our biggest meetings ever, showing the growing demand for improved cycling facilities and reduced car dominance. It was especially pleasing to see three other politicians take time from their busy lives to join the audience – Sarah Boyack MSP [Labour, Spokes member], Cllr Chas Booth [Green, Leith, Spokes member] and Cllr Ross McKenzie [Independent, Sighthill/Gorgie].

Q: Cllr Jenkinson had confirmed in his presentation that Edinburgh was sticking to its target for car-km reduction, even though Scot Govt had said their own traffic-reduction commitment is ‘undeliverable.’ However, research commissioned (then sidelined) by Scot Govt had shown that substantial traffic reduction is achievable, but only by introducing one of several forms of road user charging. So, would Edinburgh implement charging?

A: Cllr J said that demand management is essential; and that charging is in the Mobility Plan as an option and must be considered seriously. However, more was needed from the Scottish Government before the Council could take charging further. Answering a follow-up, Cllr J said he would be pressing the Government on this. Cllr J also believed that charging would be more effective if it covered an area wider than just Edinburgh.

Possible reasons are: bike hire tends to be used on roads with low traffic speeds; bike-hire cyclists may travel more slowly than the average; motorists may assume hire bike users are less competent, so give them more space; bike share is often introduced at the same time as improved facilities, and may encourage Councils to do more.
