Excerpt from article describes an order to lay off inspectors at the Custom House in New York City, which the manager did by having them draw slips of paper from a bag. If it was blank, they kept their job. If it was numbered, they did not. Final sentence reads. "Great fun is expected--there's many an old fellow there who has won turkeys at raffles, fears his luck will forsake him on this trying occasion."
The earliest meat raffle I found to date is turkey raffles from before the 1840s, as per this excerpt from an article in the New York Daily Herald, Feb. 13, 1840, p.2. Though unlike the modern meat raffle, the turkey was probably handed over alive.

Braunschweig 1445: Patricians partying with commoners, lots of ham, noisy protest, a cat in disguise, almost a revolution, but definitely a bread pudding recipe from 1460.
