整體而言，今年的 Summit 議程有這幾個比較明顯的主軸：
一、社會韌性與災後重建：光復鏟子超人的動員力量，在政治極化的氛圍下，為公民參與注入了全新活水，也展現了台灣的社會韌性。今年的投稿者有來自不同背景、不同團隊的救災志工與民間力量，除了帶來第一手的經驗，也讓我們反思怎麼應對災害衝擊。歐噴與 CRC 賽伯格韌性實驗室策劃的數位韌性議程，也非常應景的切在海纜與通訊韌性的問題點上！ […]

在籌備開始前先蹦出主題是滿少見的，不過意外達成的共識是「看看學學不能實踐民主」，希望別再把社群當數位民主的海外仙島、觀光勝地，該像自助滷味那樣想吃什麼自己下來煮。 :nightmarket:
