Keetmans calls for cutting fuel costs to avoid power hikes Keetmanshoop residents have urged the municipality to curb fuel spending instead of increasing electricity tariffs for the 2025/26 financial year. Resident Gernot Awasman, who was speaking at the Electricity Control Board-facilitated stakeholder engagement on Monday, said the municipality needs to review unneccessary expenses, such as on vehicles and fuel, to be able to execute its core mandates of providing land, housing, water and electricity, and removing refuse. The Keetmanshoop Electricity Business Unit (Kebu) is seeking approval for a 6% electricity increase from the Electricity Control Board (ECB) for the 2025/26 financial year. “When we look at the electricity budget, we question things like how you are able to afford a social electricity tarriff for pensioners, payments for individuals should accidents happen, etc. “Because we as the community can tell you if you manage your vehicle fleet better, the fuel costs, maintenance and wear and tear will make a significant difference. “We see those vehicles day and night. You wonder is there a crisis every day, with multiple vehicles of the municipality on the roads daily,” Awasman said. Kebu manager Lee Membwa said residents are welcome to report the abuse of municipal vehicles. He said the electricity department seeks to cut unneccesary expenditure and keeps the fuel and maintenance costs of vehicles to a minimum. Mwemba said the municipality’s electricity department has been ensuring it is able to provide free prepaid electricity meter installation for pensioners for the past four years, as well as the conversion of customers to prepaid meters. This, he said, is available to all Keetmanshoop residents free of charge until the end of June. “We are looking at a budget increase from N$121 million we utilised last financial year to N$148 million for the 2025/26 financial year to keep improving our networks and provide sufficient customer care services by attending to complaints and damage to infrastructure,” Mwembwa said. He said tarriff increases were not effected last year following the ECB’s announcement that tariffs for the 2024/25 financial year were cancelled. As a result, there were no tariff increase for the period 1 July 2024 to 30 June 2025 and residents were charged based on the previous financial year tariff, which was in effect from July 2023 to June 2024. This cancellation of the 8% tarriff increase followed public pressure on the government last year, which then decided to make available N$365 million to subsidise electricity consumers for the 2024/25 financial year. ECB chief executive Robert Kahimise at the time said the decision came after minister of mines and energy Tom Alweendo engaged the board to collectively consider consumers’ plight. “In this regard, the government resolved to make approximately N$365 million available to subsidise electricity consumers for the 2024/25 financial year, effective 1 July 2024 to 30 June 2025,” he said. Keetmans electricity budget jumps to N$148 million, with upgrades, salaries and tariffs in the mix The Keetmanshoop Electricity Business Unit (Kebu) has proposed a N$148.2-million budget for 2025/26, with planned network upgrades and a possible tariff increase. This represents a 17.09% increase from the 2024/25 financial year, Kebu acting strategic executive, Lee Mwemba, has said. Mwemba was speaking during a consultative meeting with Electricity Control Board (ECB) officials, Kebu officials, councillors and community members to seek input on the proposed increment on Monday. During the 2024/25 financial year, the revenue of Kebu, a division within the Keetmanshoop Municipality, stood at N$122 million, while its budget stood at N$122 882 544. Mwemba said from the N$ 148 205 922 budget, about N$87 million, which translates to 58.86%, would go to NamPower, the Electricity Control Board (ECB), and the National Electrification Fund. Another N$15 million, translating to 10.55%, would go towards salaries, while N$27 million (representing 18.4%), is allocated for the upgrade and automation of the electricity network. An additional N$6 million, which is 4.15% of the budget, is allocated to the municipality as a local authority surcharge, and a further N$1 million is earmarked for the installation of streetlights. Mwemba said the municipality has a provisional proposal of a 6 per cent tariff increment for the 2025/2026 financial year that will be submitted to the ECB. “This is preliminary and not final. From the information we have so far, Kebu is likely to apply for a 6% average increment on electricity; however, that might change when all calculations are done,” he said. Also speaking at the meeting was Keetmanshoop mayor Annalise Knaus, who said the municipality recognises the importance of electricity as a key driver of development and economic stability. She said through careful tariff structuring, the municipality strives to strike a balance in ensuring affordability for residents while maintaining the sustainability of electricity supply. “I extend my gratitude to the ECB for its decision in approving a moderate tariff increase of only 3.8% in contrast with the significantly higher increment of 17.4% initially applied for by NamPower. “This thoughtful approach reflects your commitment to protecting the socio-economic well-being of communities like ours, and for that, we are thankful,” she said. Eveline Krohne, a member of the By Us For Us community forum, said yesterday that the community can not turn a blind eye to such evils being committed in the southern town and should, therefore, stand up and set a standard that would deter would-be offenders. Police crime investigations coordinator for the //Kharas region deputy commissioner Nicodemus Mbango said on Sunday the suspect Jerome Burtze (18) appeared in the Keetmanshoop Magistrate’s Court yesterday. His case was postponed to Friday for bail statements to be included, and he remains in custody. Mbango said the rapes allegedly happened last week Thursday at one of the victims’ household at the Krönlein residential area. The suspect allegedly raped the three girls, who are between 10 and 12 years old. He said the incident came to light when one of the girls told her cousin what happened on Friday. The girls were examined and evidence of sexual assault was found, and the suspect was charged with three counts of rape. It is alleged that Burtze – a friend to one of the victim’s relatives – called the girls to watch television in the house while their relative was outside playing football. “The suspect called the minors into the main bedroom one by one, where he threatened them with an okapi knife if they didn’t follow his instructions to get undressed and have sexual intercourse with him,” said Mbango. LIVING IN FEAR Krohne said the incident has shocked the town, leaving many parents afraid to send their children out of the home or even to provide accommodation to relatives. “Currently, we wait with bated breath when they go to school, because we do not know whether they will come home safely, for children are being targeted on their way to school or home,” she said. She added that the time has come to reconsider the death penalty for people who are “a danger to society and [do] not belong in civilisation” or give life sentences for such offences: “That’s the only way to deter these evil deeds,” she said. Community activist Abraham /Goagoseb has called for more severe punishment for abusers of women and children. “Let the police and the courts please take strong action in such cases because, in as much as suspects are innocent until being proven guilty and have the right to be outside, these [abusers] belong in jail,” the activist says. “These three girls will be marked for life because of the stigma attached to rape.
