She can do this because she learned a bit of summoning via her short time as an Arcanist on her way to be a Scholar!

After fishing up and investigating an old, Nymian-edited copy of the Omnilex, Spam joined the Arcanist's guild and eventually discovered a Faerie, who she named Koki, within it!
