Her outfit is referenced from what little we see of her clothing in her portrait in MOTW Kain's stage. I completely made up the "skirt" portion of what I assume is a dress she wears in MOTW. The sky and clouds in the background are rendered in a slightly different style from the foreground/middle ground: it is painted with strong paint texture brushes. This is because I struggled with painting the clouds. It looks good if you blur your vision or look at it from afar.
