#America cannot -by design- separate it's public discourse on ethical matters nor it's assurances that persons who lack #moral_inhibition will be punished - from its #legal system. Only those punished can be "bad".

0. Most basic, #moral_inhibition which stops you personally from doing something isn't at all similar to #ethical_discourse which both makes you feel good about it, and lets others engage you on it or at least regard you as predictable.
