As of 2024, housing services for Chicago’s most vulnerable populations are funded at a rate of 1.88% of the Chicago Police Department’s operating budget, which is 2 BILLION dollars. The total annual budget for all adult and youth homeless services and domestic violence shelters totals 3.6 million dollars.

In 2021, Blackstone opened an office in Tel Aviv to invest in Israeli technology firms. Blackstone also has investments in companies that operate within the defense industry, including Arotech Corporation, which develops military equipment, including armored vehicles for the Israel Defense Forces. As of 2024, 35 out of 42 Blackstone lobbyists had previously held U.S. government positions.

In the wake of the recession, Blackstone, a multinational investment firm, purchased over 48,000 single family homes in foreclosure. Blackstone capitalized on the increased demand for rental housing produced by predatory lending and public housing disinvestment. By 2013, Blackstone acquired more than 1,300 homes in Cook County alone, mainly in Black and Latinx neighborhoods.

By 2009, inflated housing prices and predatory subprime lending that targeted families of color resulted in 6 million families losing their homes. In Chicago, nearly 1/3 of 2-4 unit apartment buildings were in foreclosure, disproportionately affecting Black and Latinx people on the South and West sides.

Under Chicago’s “Plan for Transformation”, nearly 17,000 families were displaced as public housing complexes were demolished. About 8% were allowed to return to the new mixed income developments, which operated under separate, highly restrictive rules. Nationwide, the “Hope VI” program resulted in the demolition of 98,592 public housing units.
