The People's Panel will come together for seven workshops, both online and in person. 

During these workshops, participants will be provided with balanced information and expert insights to give a deeper understanding of the issues at hand. Participants will hear different perspectives about digital ID, and will hear a range of views shared during the open engagement phase.

Participants will work together to weigh trade-offs, explore where common ground can be found and develop shared recommendations for government.

These recommendations alongside other views shared during the consultation will help shape the next steps.

Having been involved with the act since 2019, Burns described its drafting as "classic rent seeking – a policy term meaning when the lobbyists basically get to draft a law in their own interests".

"The OSA has basically been legislated in this way in order to create a business model for age verification providers," she added. "People don't understand that.

"The other thing they don't understand – although they may be starting to figure this out – is that if you're age verifying children, you're age verifying everyone. All of us are going to have to start giving our identification to any one of these providers, some of whom don't have great cybersecurity practices."

Today, the Evaluation Task Force – a joint Cabinet Office and HM Treasury team – has launched the Evaluation Registry, a new website on GOV.UK. The Registry brings together all planned, ongoing, and complete evaluations of government policy into one accessible location, providing an invaluable tool for understanding "what works" in Government. 

Evaluation is the systematic assessment of the design, implementation, and outcomes of a policy intervention. Evaluation is essential for ensuring that the Government understands the efficiency, effectiveness, and value for money of its policies, projects, and programmes. Government departments conduct and commission hundreds of evaluations each year, but there has not previously been a single, unified place to access the findings of evaluations.

There is no general duty on public bodies to consult, simply on the basis that their decision is important or may have an impact on others. In general, a public body is only obliged to consult where this is required by legislation or in order to meet a 'legitimate expectationl.
