I tried it in #Perl6. Pleasingly, there are methods for each of the ‘correct’ answers:
say "🤦🏼♂️".chars; # 1
say "🤦🏼♂️".codes; # 5
say "🤦🏼♂️".encode("UTF-8").bytes; # 17
