Vernal Equinox is called Chūnfēn (春分) in the system of the 24 solar terms. It is the moment or the day when the Sun reaches the celestial longitude of 0°. The length of day and night are almost equal.
In Japan, it is public holiday. The news of opening cherry blossoms (especially, Cerasus X yedoensis 'Somei-yoshino') starts to be able to hear around this time. In this year, these news already can be held in Gifu, Kochi, Yamanashi, Hiroshima, and Tokyo.
