From 1884 to 1960, Somaliland was a British protectorate, sandwiched between French Somaliland — today's Djibouti - and Italian Somalia. British presence secured the Bab el-Mandeb Strait, safeguarding the Red Sea passage between the Indian Ocean and the Suez Canal. Independence was first declared in 1960. Israel was the first of 35 nations, at this stage, to recognise Somaliland. Five days later Somaliland united with Somalia, although a treaty was never signed and power-sharing concerns emerged immediately. French Somaliland won independence in 1977, becoming Djibouti. The Somali union collapsed when the dictator Siad Barre sought to quell nationalist sentiment, razing Hargeisa, the capital, in 1988, killing between 50,000 and 200,000 civilians. Members of the Isaaq clan were tortured and executed, their bodies later found in mass graves.

It considers Somaliland to be its territory, arguing that secession encourages instability and that the Somaliland government is not the representative state for all northern peoples. Somaliland, in turn, accuses the government in Mogadishu of arming rebels in the east to foment dissent.
