Senegal bans ministers from foreign travel as oil price rise bites The global increase in the price of fuel is putting pressure on the finances of the Senegalese government Government ministers in Senegal have been banned from all non-essential foreign travel following the rise in the price of oil resulting from the conflict in Iran, the prime minister has announced. Speaking at a youth rally on Friday, Ousmane Sonko said that the current cost of a barrel of oil was approaching double what had been budgeted for. Sonko has postponed his own trips to Niger, Spain and France as part of the restrictions. He said that the mines minister would announce further measures to curb government spending in the coming week. Senegal's move is the latest response from the continent to the oil price rise, which has seen countries reducing fuel levies and rationing electricity. In his speech to young people, the prime minister said he did not want to "frighten" his audience or put pressure on them. Instead, he wanted to give them a "sense of this world, which is a difficult world", but added that though things were hard the Senegalese were resilient. Despite a fledgling oil and gas industry, Senegal relies heavily on importing fuel. Last year, the International Monetary Fund described the economy as "robust" with a growth rate of almost 8% and low inflation. But its public debt – standing at more than 130% of the total annual size of the economy - is high. Sonko, installed as prime minister two years ago, blamed the previous government for saddling his administration with the debt, which he said had made the current situation of dealing with the price of oil even more difficult. Elsewhere on the continent, this week South Africa's government responded to the rising oil price by reducing the tax it charges on petrol in an effort to limit the increase of the cost of fuel at the pumps. Fuel shortages in Ethiopia have forced some government institutions to send employees on annual leave. South Sudan has started to ration electricity in its capital, Juba, while Zimbabwe is increasing the ethanol content in its petrol. The effective closure of the Strait of Hormuz in the Persian Gulf as a result of the US-Israeli war on Iran has also led to a restriction of the supply of fertiliser to the rest of the world. An estimated 30% of this essential farming input goes through the Gulf. Humanitarian organisation the International Rescue Committee warned on Wednesday that this was a "food security timebomb", particularly for East Africa which relies on fertiliser imports from the Middle East. US deports eight people 'of African origin' to Uganda US President Donald Trump's administration has been cracking down on migration Eight people from different African countries have been deported to Uganda from the United States, the first such transfer under a migration deal signed last year. The group arrived on Wednesday after a US judge approved their cases, Uganda's foreign ministry said. The ministry said in a statement that its deal with the US designated Uganda as a safe third country for migrants who cannot return to their countries, for reasons such as persecution. The Uganda Law Society has condemned the deportations, saying the individuals had effectively been dumped in the country "through an undignified, harrowing and dehumanising process". The organisation called the process illegal and said it would challenge it in court. The BBC has asked the US Department of Homeland Security for comment. US President Donald Trump's administration has deported dozens of people to third countries since coming into power last January - part of its hard-line approach towards immigration. Human rights campaigners have condemned the policy, with some questioning its legality. Uganda's foreign ministry said it could not give many details about the deportees for privacy reasons, but said: "Uganda continues to uphold its longstanding commitment to providing sanctuary to persons in need and assuring they are treated with dignity." It said they were neither Ugandan nor US citizens but were "of African origin who may not be granted asylum in the USA and are reluctant to or may have concerns about returning to their country of origin". The BBC's US partner CBS News reports that Uganda agreed to accept deported migrants as long as they did not have criminal histories. According to the US, many of those transferred to other third countries have been convicted criminals. Since the start of his second term, Trump has embarked on sweeping efforts to remove undocumented migrants - a key election promise that drew mass support during this campaign. Uganda is among several African countries which, as a third country, have accepted deportees from the US. These include Eswatini, Ghana and South Sudan. More than 70 miners killed in South Sudan as government and opposition trade blame More than 70 miners killed in South Sudan as government and opposition trade blame South Sudan has been mired in conflict pitting government forces against opposition fighters At least 74 mine workers have been killed by gunmen in an area south-west of the capital, Juba, with government and opposition officials trading accusations over who was behind the deaths. The violence occurred over the weekend in mineral-rich Jebel Iraq, which is controlled by the army. The Sudan People's Liberation Movement in Opposition (SPLM-IO), the party of suspended First-Vice President Riek Machar, condemned the killings, accusing government forces of being responsible. Paulino Lukudu Obede, acting governor of Central Equatoria state, which includes Jebel Iraq, said the government was "shocked and outraged" by the "brutal and barbaric killing of innocent civilians by rebel forces". Obede did not say which group had carried out the attacks. He said the government was taking concrete measures to bring the perpetrators to justice and prevent any future violence. Speaking on the national broadcaster later on Monday night, Deputy Information Minister David Yau Yau accused the SPLM-IO of being behind the killings. There are several rebel groups fighting South Sudan's government in various places, including the National Salvation Front that is active in Central Equatoria. Neither the group nor the SPLM-IO have claimed responsibility for the attack. The SPLM-IO were the first to issue a statement condemning the killings, describing them as "regrettable, barbaric and unacceptable". Machar's spokesperson Puok Both Baluang alleged that national army forces were responsible for the killings, saying Jebel Iraq was an area under their exclusive control. The national army has not commented on these allegations. Baluang called on UN bodies to launch a thorough investigation into the "Jebel Iraq massacre" and "other war crimes" committed in other parts of the country. Machar has been under house arrest in Juba since March last year, and faces trial for crimes including murder, treason and crimes against humanity, which he denies. Vice-President James Wani Igga condemned the attack, calling it a "heinous massacre" and describing the victims as the "backbone of our local economy". He said the government would not allow unknown gunmen to continue terrorising civilians without consequence. He called for a formal inquiry to determine the "identity and motives" of the assailants. South Sudan is rich in key minerals including gold and the government has awarded several contracts to various mining companies. Illegal mining is also widespread in parts of the country, including in the Equatoria region, where artisanal miners often operate without government approval. Sexual violence part of 'everyday life' in parts of Sudan, charity says Sexual violence part of 'everyday life' in parts of Sudan, charity says Sexual violence has become common even in areas not experiencing active conflict Rape and sexual violence remain "part of everyday life" in areas of Sudan even when fighting in the country's civil war has moved elsewhere, according to a new report by medical charity Médecins Sans Frontières (MSF). Calling rape a "defining feature" of the conflict, it says sexual assault is overwhelmingly carried out by armed men and is often accompanied by acts of brutality and humiliation. But MSF says rape persists as an "insidious" part of life for communities in the western region of Darfur that are no longer on the front line. The report is the most comprehensive account yet on sexual violence in Sudan's nearly three-year war. Warning: This article contains details of sexual violence that some people may find distressing It is based on testimonies from 3,396 victims who sought treatment in MSF-supported facilities across North and South Darfur between January 2024 and November 2025. The warring parties - Sudan's army and the paramilitary Rapid Support Forces (RSF) - are both accused of sexual violence. But Darfur is the stronghold of the RSF and the vast majority of perpetrators identified by survivors were their fighters. Many of the cases in the report took place in the conflict hotspot of North Darfur last year, following the RSF takeovers of the displaced persons camps of Zamzam and Abu Shouk, and of the city of el-Fasher in October, which MSF calls "one of the most shocking iterations, unfolding the most unimaginable brutality". The charity says more than 90% of victims it treated were assaulted while travelling from these areas to safety in the town of Tawila. The attacks often involved multiple rapists and included other forms of extreme violence and intimidation such as beatings or the murder of relatives. "They took us to an open area," said one woman quoted in the report. "The first man raped me twice, the second once, the third four times and the fourth once," she said. "Apart from the rapes, they beat us with sticks and pointed guns at my head. Another girl who was 15… was raped by three men. We were raped throughout the night." Another survivor said "two of the women in our group were raped by RSF militia in front of us. It was four to five men doing it together. One girl was 22 years old and she died there." The report reinforces numerous accounts of an ethnic dimension to the attacks, saying non-Arab communities such as the Zaghawa, Massalit and Fur were "systematically targeted" in these atrocities. The RSF leadership has admitted "individual violations" were committed during the takeover of el-Fasher but says these are being investigated and the scale of atrocities was exaggerated. The persistence of ethnic targeting is rooted in Darfur's long history of conflict, as is rape, says the report. It notes that sexual violence does not subside after front lines shift, sustained by a heavily militarised environment with entrenched gender inequalities that has fostered a sense of impunity among perpetrators. As such rape has become part of everyday life in South Darfur, which is far from active conflict zones, says MSF. According to the report, more than 1,300 survivors, 56% of those who sought help at MSF clinics in the state, were raped while carrying out activities such as collecting firewood or water, working in fields or travelling to farms. "Every day, when people go to the market, there are four or five cases of rape," says a 40-year-old woman quoted in the report. "When we go to the farm, this happens. Men, they will cover their heads, and they will rape women… There is no way to stop the rapes. The only way is to try to stay home." "We were three people – and also my aunt," says another woman in her 20s. "And there were three soldiers. They took each of us to different places. All of us... my sister, they raped her and now she's pregnant... I feel a deep pain," she said. "I feel pain... This is happening to girls, every day – every day, in our area. They are always raping girls." In South Darfur, 68% of victims said they were assaulted by armed men, although they also identified other perpetrators including civilians, criminal groups and intimate partners. One in five of the survivors of sexual assault in this state was under the age of 18, 41 of whom were under the age of five. MSF says its data represents only a fraction of the true scale of the abuse, given significant barriers to care such as ongoing insecurity and displacement, intense stigma and the absence of functioning protection services. The medical charity says the humanitarian system has failed to respond to the needs of survivors, and calls for accountability and action.
