Johnson’s 1965 Executive Order 11246, which established affirmative action within the federal workforce, directly targeting federal contracting programs. Furthermore, it makes applying federal pressure (through the threat of lawsuits) to the private sector, philanthropic organizations, and higher education institutions to move away from explicitly prioritizing contracts or partnerships with minority-owned firms if those practices could be seen as discriminatory or based on race.
