So, there was a federal court action on this, but it was over the "wording" of a Texas bill, not Kansas. And Kansas used the Texas bill wording in two of their bills SB180 and SB244 which is why they are 'unenforceable'. And that is the court action the DOT spoke of.
I didn't pursue a case against my stepfather due to the fact I hadn't a chance of justice. It was in Texas in the sixties-seventies.
