Tharaiyelagh panics first and then dissects what happened so he can do better next time.

Tempest largely ignores his mistakes. If anything was bad enough, he could just manipulate time to get a do-over. (He doesn’t.)

Caspar thinks one person (the king) should not be in charge of all major government decisions. This opinion is extremely unpopular with the upper classes, but no one can do anything because Caspar IS the king and he has very effective bodyguards.
