update: I got him to his first appt at the oncologist; they did some bloodwork to check if he is going to be okay to do chemo and sent us home with a steroid (prednisolone) that should help with the mass around his eye.

Graphicsgale became freeware in 2015; I use it to this very day and it still works great for me. EDGE 2 is also freeware but I don't think it's ever gotten an English translation.
