In the first few pages we meet the faceless mob who slaughtered the great dragons and locked their immortal souls into an eternity of death and rebirth in weak, human bodies.

The primary antagonists (including Dr. Merritt) are the Vigiles Draconi, a group of wizards dedicated to hunting and killing reincarnating dragons. They say they're descended from those who originally cast down the great dragons. They're smart, dedicated assholes.
