Technically not, but in the world of The Chosen One Con we have the Arcanum, a council of 5 Archons, powerful mages who rule the city. To our MC's, these guys are a group of antagonists 😂 To everyone else, they're respected leaders! #AntagonistApril
I suppose it depends on if you view The Sisters as fascist antagonists that strangle Gora Island or cutthroat leaders doing what must be done to save their country and people. Even the Gora can’t make up their minds 🤷♂️

Still working on a name (I am very particular about these), but essentially they're a growing econationalist group appealing to emotion and wanting to purge outside influences from their land.
And it's an Auncult* under the hood.

The villain’s group is The Spartan Soldiers. They’re a human supremacy group that are trying to take over a town the heroes are staying in.
The protagonists despise them and work to try and kick them out of town

One of the main villains for Beyond The Crystal Sky - Nihilox (not his birth name) - is part of a faction known as Tahr’Tareos. The faction is largely mysterious in BtCS, with Nihilox as the only present representative.
They also aren’t the only questionable faction…

In Hero/Villain, the superheroes' League becomes the antagonist for book 2. This is a very organized and respected organization in the city
Evie belonged to them (and they're sort of antagonistic) in book 1, & she works for them as a civilian in book 2

1: How many antagonists?
In my WIP, Kingdom of Sleeping Gods (Book 2, Gods of the Deep series), there are 2 main antagonists but the MC truly believes that he is being forced to team up with another antagonist in order to solve the problem and he isn't happy about it

I'll answer for Aloe (TFTNG #2). There are two main antagonists - Nekane Diaz & François de Toulouse - who are antagonists for different reasons.
Nekane wants to kill Acanthus for who they are. François want to steal Acanthus back and keep them like a pet.

- Tenebra, a foreign mercenary hired to retrieve the same artifact as the MC. Best described a chaotic neutral. Not evil, but definitely not good either.
