Peer review for grant applications serves a fundamentally different role than for publications: ensuring a certain absolute level of quality/robustness with (in principle) unlimited ‘winners’ in case of publications, vs. producing a relative ranking in a zero-sum game in case of grant applications.

If AI plays a noteworthy role in grant review, the rational strategy would be to optimize one's proposal for the known/expected AI model upfront. Realistically, this requires automatization via AI as well, increasingly taking humans out of the loop on both sides of the application process.
