This drives the time and effort arms race for grant applications that led to the current situation.
Importantly, the bottleneck / cost driver in the funding game is not so much reviewer effort, but applicant effort:
www.nature.com/articles/s41...
onlinelibrary.wiley.com/doi/full/10....
Peer review for grant applications serves a fundamentally different role than for publications: ensuring a certain absolute level of quality/robustness with (in principle) unlimited ‘winners’ in case of publications, vs. producing a relative ranking in a zero-sum game in case of grant applications.
If AI plays a noteworthy role in grant review, the rational strategy would be to optimize one's proposal for the known/expected AI model upfront. Realistically, this requires automatization via AI as well, increasingly taking humans out of the loop on both sides of the application process.

Some behavioral strategies or tools allow their user to massively outperform competitors or their former selves, as they are essentially performing a different task with that strategy/tool.
Why the memory palace is mightier than the memory pharmacy:
Mnemonic strategies considerably outperform pharmacological strategies of cognitive enhancement by providing cognitive tools that change the affordances of the learning task.

Please note that the duration not of the project, but of the application needs to be 6-18 months. Seems not unrealistic for writing up something transformative.

While much of the procedure is still inefficient, any reduction in the numbers of full proposals is likely a net win for the scientific community in a system that is to a large extent a lottery:
www.nature.com/articles/s41...
onlinelibrary.wiley.com/doi/epdf/10....
According to the new NWO procedures, the project description isn’t considered at all for the evaluation of the pre-proposal though, it’s only intended to help with finding reviewers in case you make it to the second round.
Empirically, more extensive project descriptions do not affect the eventual decision anyway:
"We find that withholding proposal texts from panelists did not
detectibly impact their proposal rankings."
