6️⃣ @drtedros.who.int acknowledged disappointment in not completing #PABS during #IGWG6, but stressed that effort has not been wasted – progress was made, even if differences remain. He welcomed the decision to resume, calling the pause an opportunity for renewed clarity and flexibility.
5️⃣ On contracts 📄, delegates remain focused on distilling which provisions belong in the Annex itself and the process for developing full contracts once the #PABS Annex is finalised.
4️⃣ On benefits 💰, Member States explored arrangements that would give #PABS data users some flexibility in choosing benefit commitments, while guaranteeing that benefits flow both during pandemics and beyond.
3️⃣ On access 🔓, early signs point toward a ‘hybrid’ approach to database rules – one that could balance priorities around open and closed access, while ensuring adequate accountability for #PABS data users. But it will still take time for alignment.
2️⃣ Negotiators agreed to suspend #IGWG6 and reconvene from April 27 to May 1 – four weeks from now. In the meantime, informal discussions will continue to identify consensus language and prepare text proposals for the resumed session.

6️⃣ The next hours are critical ⚠️. Negotiators are expected to work through to Sunday morning to conclude the Annex. If there is no breakthrough, they will need to chart an alternative path for finalising #PABS – a decision that could affect the #PandemicAgreement's timeline for entry into force.
5️⃣ On contracts 📄, delegates are working to agree on which underlying provisions should be reflected in the Annex itself, and the process and timeline for drafting full contracts when the Annex is finalised.
4️⃣ On benefits 💰, discussions centre on coverage beyond pandemic times – including public health emergencies and interpandemic periods. Member States continue to debate which benefits, including monetary, should be mandatory or optional for commercial and non-commercial users.
3️⃣ On access 🔓, delegates continue to debate database rules and arrangements that would allow proper identification of #PABS data and materials and their users.
2️⃣ Negotiations are alternating between formal and informal sessions, running late into the night. Despite the long hours, visible progress on the text remains limited – delegates are still exploring landing zones that could garner broad consensus.
1️⃣ Talks have moved ⏳ far more slowly than needed. Member States only started to turn to the most contentious issues – scope of benefits, conditions for data access, and user traceability – on Wednesday.
Just past the halfway mark of #IGWG6, progress on the #PABS Annex has been incremental at best – putting major pressure on @who.int Member States to conclude negotiations in the next 48–60 hours.
