Towards a multilevel modelling framework for coproducing feasible and equitable portfolios of land-based climate mitigation technologies Land-based mitigation technologies (LMTs) in the Agriculture, Forestry and Other Land Use1 sector play a central role in climate-policy measures aimed at limiting warming to below 2 °C or even 1.5 °C. LMTs reduce emissions or enhance carbon removal by increasing the amount of carbon stored in vegetation and soils1,2,3,4, with examples ranging from emission-reducing practices, such as bioenergy crops5, fire management6 and peatland restoration7,8, to removal-focused approaches, such as afforestation, reforestation and conservation agriculture9. Global scenarios, however, often rely heavily on large-scale biomass production for bioenergy combined with carbon capture and storage (BECCS). While these deployments can be considered a viable route for achieving stringent 1.5 °C targets from a technological-economic standpoint10, they are criticised for their high land demand, competition with food production and biodiversity and uncertain technical and political feasibility11,12. Large-scale land-use shifts can disproportionately affect regions with weaker land rights, lower institutional capacity, or limited political influence, shifting burdens onto those least responsible for emissions13,14. Recognising these justice-related dimensions is essential for evaluating the realistic contribution of LMTs to mitigation pathways. The United States is sorely underinvested in this area; China is not. But the United States can secure its interests in space through creative, modest investment across multiple sectors of African economies. US space access and cooperation in Africa was once comprehensive. Now it’s virtually nil. From 1980 to 1991, Somaliland was an alternate landing site for the NASA space shuttle. NASA and the US Air Force maintained telemetry, tracking, Earth station, and data networks across Eritrea, Kenya, Nigeria, Morocco, Gabon, and South Africa through the 1990s. However, through a series of state-backed investments and following a concerted, yearslong strategy, Beijing is gaining control over the entire value chain for critical minerals that are essential for space technologies. This dataset classifies the world into seven regions: North America, Europe & Central Asia, East Asia & Pacific, Latin America & Caribbean, Middle East & North Africa, South Asia, and Sub-Saharan Africa (Fig. S1a), as well as four income groups: low income, lower-middle income, upper-middle income, and high income (Fig. S1b). We also incorporated county-level administrative boundaries from the GADM database50, covering over 30,000 counties (Fig. S1c). CHAT dataset We used the Cross-country Historical Adoption Technology (CHAT) dataset51, an aggregation of country-level statistics sourced from national income accounts and various multilateral agencies. The CHAT dataset contains annual information on technology use for 161 countries from 1820 to 2003, encompassing 104 technologies across sectors, such as transportation, communication and IT, industrial, agricultural, and medical. Climate data We derived global annual mean temperature, cumulative precipitation, and cumulative evapotranspiration for the period 1980–2023 from the TerraClimate dataset52, which provides monthly climate and climatic water balance variables for global terrestrial surfaces at a 5-km spatial resolution.
