In a normal world, blather from Washington and Tehran would be seen as just pre-negotiation gamesmanship and posturing, but there's nothing normal about the players involved in this debacle.
We don't know what will happen until it happens -- or until an anomaly appears in the prediction markets.
This is the language of a failing dictator. Declare victory before the outcome exists, accuse critics of treason, attack the press, and insist that only he can be trusted to finish the job.
