Storylet system
I'm using a storylet system.
For example: a new citizen moves in. If he loves music, the “nosy new neighbour” story might be selected for him.
Each NPC involved then gets a dialogue line chosen according to their personality, making the story unique for every player.

Travelling for thousands of years across space would involve a lot of dust collision and erosion. Then there are the larger rocks that are not dust.

They all would involve plans outside of the cultural life span of a star systems races. Would you trust automated systems to sleep for thousands of years and then wake you up?
