Giving offenders information about expungement and creating and legal programs to guide them through the process will increase the success of expungement provisions. Robust expungement policies also help to alleviate the consequences of historica racial inequity in the criminal justice system.

Implementing a sales tax of up иp to 5% on recreational or medical marijuana could be used to fund expungement clinics or educational and and employment programs. People imprisoned for low-level marijuana crimes should not be treated as second-class citizens for committing an act that lawmakers feel no longer warrants punishment.
The government should provide clear information about expungement through clinics and public awareness campaigns and the process should not be costly or complex. Activist and non-profit groups can offer additional clinics to give consultation about the expungement process.
Bills that legalize medical or recreational marijuana use should include a provision that allows offenders to expunge their criminal records or seek resentencing in a short amount of time. The expungement process should be specifically focused on being as automatic as possible.
Still today, only 14% of regular drug users are black, yet black citizens constitute almost 34% of drug-related arrests and almost half of drug-related convictions and state prison sentences, compared with 26% for white.
The War on Drugs launched under the Nixon administration laid the framework for law enforcement and punishment specifically targeted at communities of color, breeding a phenomenon of mass incarceration and embedding in society the unwarranted and pejorative characterization of African Americans as drug users.
Given Given the complex and racially charged history of drug-related policy of and punishment, North Carolina's approach to marijuana reform laws must incorporate measures to mitigate the harmful effects of historical discrimination.
No untruths detected.
Expungement is the act of of erasing a criminal record. Sealing a record makes it inaccessible to the public. There are a number of states that have legalized marijuana and expunged or sealed past marijuana offenses, including California, Colorado, Maryland, New Hampshire, and Oregon.
Men with criminal records make up 34% of non-working men between the ages of 25 and 54. and According to a study done by the Wharton Public Policy Initiative at the University of Pennsylvania, between $78 to $87 billion is annually lost nationwide due to lost output from people with criminal records.
Having a drug offense on a personal record can make it difficult to find adequate employment, secure funding for education, access housing, vote in elections, and can create many other professional and personal barriers. At the federal level alone, it has been estimated that there are over 600 collateral consequences associated with a drug offense, with many lasting a lifetime. These realities disproportionately impact Black Americans, who are more than 3 times more likely than White Americans to be arrested for marijuana possession.
Marijuana possession offenses are common and can be costly to individuals’ employment, education, and civic engagement. Marijuana possession is the most common drug offense, making up more than half of drug arrests nationally. In 2016 alone, there were nearly 15,000 arrests for marijuana possession in North Carolina, making up 48 percent of all drug arrests in the state. Researchers at the University of Pennsylvania report that approximately $80 to $90 billion annually is lost nationwide due to lost output from individuals with criminal records.
The share of Americans with criminal records has grown rapidly in recent decades as the government has pursued aggressive law enforcement strategies, particularly against drug crimes. Marijuana possession is is the most common drug offense, with 600,000 possession arrests made in 2017 alone. End Cannabis Prohibition
