The federal government's own investigations find only 5% of Medicaid payments are "improper," a term including both fraud & errors, & est. outright fraud adds up to only about $6.5 billion a year. The remaining cutbacks would come from reducing enrollment, curbing services, or paying providers less.

CBO concluded that under per capita caps, states would reduce the size of their Medicaid programs by lowering payment rates to providers, cutting some optional services, and reducing enrollment. 1/2 of people cut from Medicaid would lose health insurance altogether.
What are people doing?

The affected workers included a public affairs specialist, civil rights attorneys, program manager analysts, loan regulators and employees working to ensure schools accommodate special needs children with individualized education programs.
