#ICE has met quotas by arresting #immigrants outside of immigration check-ins & courtrooms. ICE arrested 5 immigrants, outside of an #immigrationcourt after a judge had said they were no longer subject to removal proceedings. The officers used zip ties on all five, including the #3children.
