I don't like riding with backpacks for various reasons, including challenges getting to gear, having to take it off to sit on public transit, etc.
The best solution I have found is a chest bag from hill people gear.

ALL OF THESE BAGS "clip onto" that frame.... which is WAY EASIER than velcro straps/etc.... especially if you are locking up your bike, and want to carry the bags away with you.
HINT, if you are fully loaded, put the panniers on first, THEN the trunk bag. #visibility

For carry a LOT of stuff on your bike, this is BAR NONE the best frame I have found. Sturdy, but lighter than it looks ( 835g, right about 2 lbs for the yanks)
