Slow progress hampers Katima border upgrade Hertta-Maria Amutenja Namibia’s Ministry of Finance and the Namibia Revenue Agency (NamRA) have not responded to questions about delays in establishing the Katima Mulilo One Stop Border Post (OSBP), a key trade project with Zambia. This follows renewed commitments by both governments this week to fast-track the project and complete it within 18 months. A Joint Steering Committee meeting in Livingstone, Zambia, brought together technical teams from both countries to adopt a new implementation roadmap. NamRA Commissioner Sam Shivute, who led the Namibian delegation, acknowledged the project’s delays and called for increased effort. “Zambia brings valuable experience to this project, having successfully implemented the One Stop Border Post at the Kazungula Bridge. Namibia remains optimistic that, with our joint commitment, the Katima Mulilo OSBP will be implemented efficiently and effectively,” Shivute said. Lillian Bwalya, Zambia’s Permanent Secretary in the Ministry of Commerce, Trade and Industry, urged the meeting to produce a clear plan to avoid further delays. The border post aims to ease congestion and improve the clearance of goods along the Walvis Bay-Ndola-Lubumbashi Corridor. But delays in demarcation, demining, infrastructure development, and funding have held back progress. Zambezi Governor Lawrence Sampofu has repeatedly raised concerns about the slow pace. In his 2023 state of the region address, he called for the border to be revamped into a one-stop facility and to operate 24 hours a day. He said the Katima border post, with over 225,000 entries and 214,000 exits in the 2022/23 period, is one of Namibia’s top revenue collectors and vital for regional trade. He also noted that cross-border trade increased after the pandemic, placing more pressure on the corridor. Despite these concerns, there has been little visible progress. Years of planning have produced few updates on timelines, funding, or technical readiness from Namibian authorities. Questions sent to NamRA and the Ministry of Finance about Namibia’s financial contribution and project readiness went unanswered. The Ministry of Works and Transport also did not respond to requests for comment. If completed, the OSBP would reduce delays, improve customs clearance, and boost regional integration.

Namibia, Zambia to fast-track Katima one-stop border post Namibia and Zambia have renewed their commitment to accelerate the establishment of the one-stop border post (OSBP) at Katima Mulilo. According to a statement issued by the Namibia Revenue Agency (Namra) on Wednesday, this strategic regional trade initiative is aimed at enhancing trade facilitation and reducing border delays. “A joint steering committee meeting comprising key stakeholders from both countries commenced today in Livingstone, Zambia, with the primary agenda of discussing the implementation roadmap and adopting the recommendations of the joint technical team,” the statement reads. Namra commissioner Sam Shivute emphasised the long standing nature of the discussions and urged both parties to redouble their efforts to ensure the project is completed within the next 18 months. “Zambia brings valuable experience to this project, having successfully implemented the OSBP at the Kazungula Bridge. Namibia remains optimistic that, with our joint commitment, the Katima Mulilo OSBP will be implemented efficiently and effectively,” said Shivute. Lillian Bwalya, permanent secretary of Zambia’s ministry of commerce, trade and industry, underscored the urgency of concluding the implementation plan. She called on the joint technical team to maintain momentum and deliver concrete outcomes. Key priorities identified include the mobilisation of financial and technical resources, the finalisation of border demarcation confirmations, as well as the clearing (debushing) and demining of the designated area. Once completed, the OSBP is expected to significantly ease customs clearance procedures and reduce commercial traffic congestion at the Katima Mulilo border post, thereby enhancing trade and economic integration between the two nations. New measures to ease congestion at Katima Mulilo Niël Terblanché The Namibia Revenue Agency (NamRA) has introduced a new requirement to ease traffic congestion and improve the flow of goods at the Katima Mulilo Border Post. From 26 May 2025, all clearing agents must submit goods declarations and supporting documents at least two days before the consignments reach the border. NamRA’s chief of strategic communications and support engagements, Yarukeekuro Ndorokaze, said the new measure follows a cabinet decision and a resolution from a stakeholder meeting held on 28 April. “This approach aims to improve traffic flow and expedite clearance at the Katima Mulilo Border Post, allowing NamRA sufficient time to review documents and assess any potential risk,” he said. Ndorokaze explained that once the goods arrive, only basic checks, such as verifying seals and confirming the presence of the cargo, will be needed.  If any risks are identified during the document review, inspections like scanning or physical examination will follow. Agents often cause delays at the busy border by submitting documents only after trucks arrive.  “This has led to long queues of trucks and hampered access for passenger vehicles,” he said. Ndorokaze said the change is in line with international standards supported by the World Trade Organisation and the World Customs Organisation.  These organisations promote pre-arrival processing to speed up border procedures.
