New measures to ease congestion at Katima Mulilo Niël Terblanché The Namibia Revenue Agency (NamRA) has introduced a new requirement to ease traffic congestion and improve the flow of goods at the Katima Mulilo Border Post. From 26 May 2025, all clearing agents must submit goods declarations and supporting documents at least two days before the consignments reach the border. NamRA’s chief of strategic communications and support engagements, Yarukeekuro Ndorokaze, said the new measure follows a cabinet decision and a resolution from a stakeholder meeting held on 28 April. “This approach aims to improve traffic flow and expedite clearance at the Katima Mulilo Border Post, allowing NamRA sufficient time to review documents and assess any potential risk,” he said. Ndorokaze explained that once the goods arrive, only basic checks, such as verifying seals and confirming the presence of the cargo, will be needed.  If any risks are identified during the document review, inspections like scanning or physical examination will follow. Agents often cause delays at the busy border by submitting documents only after trucks arrive.  “This has led to long queues of trucks and hampered access for passenger vehicles,” he said. Ndorokaze said the change is in line with international standards supported by the World Trade Organisation and the World Customs Organisation.  These organisations promote pre-arrival processing to speed up border procedures.
