One last share in case you missed it. My thoughts on the #carereview in this week's @guardian....

Heard (unofficially) the #carereview National Implementation Board was due to meet next week.

As a government reset is now in process, might we revert to convention of government publishing its response to the review & then establishing its overarching implementation mechanism?

Children's Commissioner for England tells Education Select Committee the National Implementation Board, as recommended by the #carereview, has now been established.

She says she believes those on this Board must be 'system leaders'.

Looking forward to reading #carereview and Competition and Markets Authority docs coming out shortly. Understand @reviewCSC doc will be a synthesis of submissions to Case for Change & reflection of what it misunderstood/got wrong. @CMA report will set out its potential concerns.

If members of #carereview Experts by Experience Board, Research Group & Design Group are unable to cut through pre-set narratives ahead of recommendations going to Alma Economics (soon?), please could we have a minority report which does justice to children and their rights.

It now seems #carereview chair considered the views & experiences of 165+ young people, as submitted to DfE consultation in 2020, before deciding to back government. We obtained consultation responses via FOI; our summary of young people's views in Annex:

We've been told the #carereview chair set out four dilemmas when he spoke at the National Commissioning and Contracting Training Conference on Friday 17 Sept. We understand the fourth dilemma was investment.

Unregulated homes: Figures reveal at least 14 children died in care A woman from Morecambe is warning of the dangers of putting young people in these types of home.

Law now guarantees care to children in care *but only if they are aged 15 or younger*. DfE plans to introduce standards for supported accommodation for 16 & 17 year-olds which deliberately omit care. This has backing of #carereview chair.

🤔Chair of #carereview was member of Children's Commissioner for England's advisory board when that children's rights body strongly advocated care for all children in care. He now supports UK Government. Review's (only named) professional advisor formerly ran a children's 1/2

Our complaint to Information Commissioner's Office has been accepted for investigation. You'll recall Competition & Markets Authority confirmed it had correspondence with #carereview chair & with DfE before children's social care market study started. But refused to release this.

Lots of chatter about #carereview chair saying all accommodation for children in care must be regulated. That's what government is proposing to do, only it's regulating-lite so that owners of properties where 16 and 17 year-olds in care don't receive care can continue to 1/3

#carereview urges local authorities to become pushy parents for the many thousands of children & young people they are responsible for. Seems Association of Directors of Children's Services & Local Government Association weren't on select list for advance copy of first report ⬇️

NSPCC publication of latest serious case reviews. This summary of a review into the sexual abuse of several children by their male foster carer 2007-2020 is a distressing reminder of the importance of legal & other safeguards for children:

'Case for Change' must also include robust analysis of the harrowing evidence before Independent Inquiry into Child Sexual Abuse - of non-recent and recent abuse in a variety of settings. This is UK's largest public inquiry with profound lessons for child protection. #carereview

Last Friday we sent the #carereview a link to our work-in-progress list of books and reports which wholly or mainly concern children and young poeple's views and experiences:

We're adding to it all the time, so please tell us about relevant publications.

Does this decision to entrench in law the notion that children in care aged 16 and 17 can manage without care look like a government gearing up for bold, radical change in the interests of children and their families? #carereview
