We'd like to hear about how you use census data and your requirements for topic data from Census 2031. For each of the 13 census topic groups, we will ask about: ● the purposes you use census data for ● your requirements for Census 2031 data ● how you use census data at small geographies, to understand small populations, to make comparisons over time and across geographies ● how you compare census data with other census variables (multivariate analysis) Similar questions are asked for new topics that may be required for Census 2031.

On 17 June 2025 the UK Statistics Authority published their recommendation to hold a 2031 Census of England and Wales. This has been considered by HM Government and Georgia Gould MP, Parliamentary Secretary for Cabinet Office, has today responded to Sir Robert Chote, UK Statistics Authority Chair, to confirm the 2031 Census of England and Wales. This letter is published in both England and Welsh.

Answer Georgia Gould Labour, Queen's Park and Maida Vale Commons I have met with UK Statistics Authority / Office of National Statistics leadership regarding the future of the census and the 2031 census twice: in October 2024 and April 2025. As is longstanding practice, we do not publish minutes of such meetings. The Office for Statistics Regulation published a report on Thursday 12 June setting out its post publication findings on the 2021 England and Wales Census, including the impact of the pandemic on the census.

Today the UK Statistics Authority has recommended that the Government commission a census of England and Wales in 2031, to be delivered by the Office for National Statistics (ONS). The power to call a mandatory questionnaire-based census of the whole population rests with ministers and has historically been carried out every ten years. The most recent census, delivered by the ONS in 2021, was the first to be completed primarily online and was supported by a greater use of administrative data. In its formal recommendation to the Government, the Authority outlined a vision for the ONS to deliver another census of England and Wales, and also to continue developing population estimates that are based largely on other data sources – such as tax records, NHS data and driving licences – which have the potential to deliver more frequent and higher quality estimates. These can help the government and society to understand the population across a broader range of topics, and answer more complex questions.

From the perspective of Wales and, specifically, Welsh speaker numbers, EWC discontinuation poses a real issue – in particular, over the quality of alternative data. The decision about whether there will be another EWC will be made by the UK Government. A decision about a census in Wales should be made in Wales: i.e. by the Welsh Government subject to Senedd consent. It should be put beyond doubt that the CA is devolved to Wales, as it is to Scotland. It is not clear why the decision to hold a census for Wales is made by the UK Government because the reserved powers model now applies to Wales.
