CoW to take over recyclable waste collection Allexer Namundjebo The City of Windhoek (CoW) says it never had a formal contract with Rent-A-Drum for the collection and removal of the well-known clear recycling bags from residential areas.  CoW spokesperson Lydia Amutenya told Windhoek Observer that the municipality is not ending any contract, as no official agreement was ever in place. Amutenya responded to growing public concern over the future of household recyclable waste collection in Windhoek. She explained that since 2010, Rent-A-Drum, a private waste recycling company, has voluntarily collected the clear recycling bags.  She stressed that there was no binding contract between the company and the municipality.  Amutenya said the decision to stop the service was made by Rent-A-Drum and communicated to the City.  “The move was initiated by the company, not the municipality,” Amutenya said. Amutenya reassured residents that the City of Windhoek has the resources and capacity to take over the service.  The transition will begin on 1 July 2025. She said the municipality will use its existing fleet, personnel, and infrastructure to continue the collection of clear recycling bags.  “We anticipate some challenges typical of any operational transition, but we are planning to ensure continuity of service,” she said. She added that the City does not expect any immediate additional costs during the initial phase.  “We will be using our current workforce and vehicles, so the service will be delivered within existing resources,” Amutenya said.  She noted that, over time, the City will assess if any additional operational costs arise. Rent-A-Drum confirmed in a public statement that it would stop collecting clear recycling bags, as the City will assume responsibility for the service.  “There will be a change in collection from households effective 30 June,” the statement read. Rent-A-Drum introduced the clear recycling bag collection programme in September 2010, initially in selected Windhoek suburbs such as Avis, Ludwigsdorf, Klein Windhoek, Luxury Hill, and Eros.  Rent-A-Drum provided households with starter packs containing two clear bags for collecting recyclables, which they collected alongside municipal refuse bins and replaced at no cost. The Windhoek municipality has its own recycling initiatives.  In 2022, the CoW launched its own waste buy-back centres as part of an integrated recycling strategy.  These centres allow residents to exchange recyclable items for cash or coupons.  One centre in Katutura paid out over N$164,000 to residents.  The municipality also implemented an Integrated Waste Management Plan (IWMP) in 2022.  The plan focuses on sustainable waste reduction practices, including source separation with clear bags, community awareness, and expanding recycling infrastructure.  While Rent-A-Drum had voluntarily collected the clear bags, the municipality confirmed this was never under a formal contract. The municipality is confident it has the capacity to take over and continue the service.  Amutenya said they expect some operational challenges but are working to ensure a smooth transition to keep the service running without disruption after 30 June 2025.

‘Nobody is safe’ – Wilbard Nam takes on comedy After his recent shows that left audiences fascinated at the City of Windhoek /Ae //Gams Arts and Cultural Festival and the Savanah Comedy Hour in the capital, stand-up comedian and hilarious prankster Wilbard Nam chatted with The Namibian about his comedy career, inspirations and what comes next. Raised in the Oshikoto region’s Uuyoka village, Wilbard’s journey into comedy started while at school where he was labelled a class clown. “I’ve always played the comedian and been silly. The jokes gained the upper hand when I arrived at a senior secondary school at Uukule, and that is how I somehow managed to find myself at the University of Namibia,” he laughs. He says his breakthrough came in 2019 when a friend showed him Trevor Noah’s stand-up videos on YouTube. Inspired, he googled “stand-up comedy clubs in Namibia” and discovered FreeYourMind comedy club. “The rest is history,” he says. Wilbard’s material is as diverse as his public: “I do a little bit of everything,” he explains. “Politics, culture, daily life, current events, self-deprecating stuff – you name it. No one is safe, including me.” He incorporates experiences from day-to-day life, like his comments about Namibian society, being short and his experiences being black. Summing up his brand of comedy in a few words, he simply states: “Utter violence. Nobody is safe.” Wilbard is a regular performer at the Comedy Hour Comedy Club, which performs monthly shows around Windhoek. He is also part of the Windhoek Comedy Club, performing at venues such as The Wolfshack. “I also get invited or apply to perform at public and private events,” he adds. His comedy career is already dotted with remarkable landmarks. He had the chance to perform at the ZED Laugh Comedy Festival held in Lusaka, Zambia, in December 2023. “It was one of the best moments of my life. I was able to network with international comedians and sample Zambian culture,” he recalls. Last year, Wilbard put on his first one-man show at Vinyls Music Café, cementing his place in the local comedy circuit. He was also nominated as Namibia’s Best Stand-Up Comedian of the Year, a reflection of his growing strength, he says. In the future, Wilbard is working with FreeYourMind for their comeback and birthday concert on 4 July. He is also preparing his second solo offering, which will be held in late July or early August. Wilbard has big dreams. “I want to be among the best – not only in Africa or Namibia, but among the world’s best stand-up comedians,” he says. CoW gears up for AUSC Region 5 Youth Games Erasmus Shalihaxwe The City of Windhoek (CoW) is preparing to host the African Union Sports Council (AUSC) Region 5 Youth Games in July 2025, with organisers ensuring that all stadiums and training venues will be ready in time for the event. Ndeulipulua Hamutumwa, Chairperson of the AUSC Region 5 Youth Games Organising Committee, said on Wednesday that Namibia is on track with preparations to welcome more than 2,500 athletes and officials from 10 countries. The games will take place from 4 to 13 July 2025. Participating countries include Angola, Botswana, Eswatini, Lesotho, Malawi, Mozambique, Namibia, South Africa, Zambia, and Zimbabwe. Athletes will compete in 13 sporting disciplines, including athletics, basketball, boxing, e-sports, football, judo, karate, netball, Special Olympics, swimming, table tennis, tennis, and volleyball. Hamutumwa acknowledged the challenges that come with hosting a multi-sport event within a limited preparation period but said significant progress has been made. “Our facility renovations are well underway, as we are ensuring that each venue meets the highest international standards. From stadiums to training facilities, our teams are working tirelessly to complete the necessary upgrades. I want to assure you that all key venues will be ready to welcome athletes and spectators when the Games begin,” he said. He added that clear timelines have been set for the completion of renovations, with inspections scheduled before the opening ceremony. “I am pleased to confirm that the University of Namibia will serve as the Games Village, providing a safe and comfortable environment for all participating teams. Despite the date change, our organising team has efficiently managed the adjustments to ensure that all arrangements remain on track. Security remains a top priority, and we will be working closely with law enforcement agencies to create a safe and well-coordinated environment for athletes, officials, and spectators,” Hamutumwa said.
