Counting votes in Eastern-Passage for Candidate Jakeman This letter outlines how Elections Nova Scotia (ENS) will count votes on election night in the electoral district of Eastern Passage, that were cast for Tammy Jakeman prior to and following the close of Nominations. On November 9, 2024, ENS received notification from the New Democratic Party (NDP) of the withdrawal of their endorsement for Tammy Jakeman. As the withdrawal of endorsement was received after the close of nominations, the NDP were unable to nominate another candidate. The Elections Act directs ENS to offer voting by the 27th day prior to election day. Voting in the current election began at the returning office on October 30, 2024. At that time, and up until the NDP submitted the withdrawal of endorsement on November 9, 2024, Tammy Jakeman was nominated as the NDP candidate for Eastern Passage. Write-in ballots are used for early voting prior to the close of nominations. There were 378 write-in ballots cast in Eastern Passage from the start of voting on October 30, 2024, to the close of the poll on November 6, 2024. The write-in ballot format provides voters the opportunity to mark the registered party they wish to vote for or to print a specific candidate's name, or both. On November 7, 2024, the use of write-in ballots for early voting ceased (unless technical issues were encountered) and digital ballots were used as part of the e- ballot system. Between November 7, 2024, and November 9, 2024, 176 digital ballots were cast and 40 write-in ballots due to intermittent technical issues, for an overall total of 216 ballots cast.

The following details how these ballots will be counted on election night and will be the instruction to the returning officer of Eastern Passage. A write-in ballot that only is marked for the NDP party name will be rejected. A write-in ballot that only includes Tammy Jakeman's name as a candidate will be counted towards Tammy Jakeman. A write-in ballot that includes both Tammy Jakeman's name as a candidate and is marked for the NDP party will be counted towards Tammy Jakeman. A digital ballot that contains a vote for Tammy Jakeman as an NDP candidate (was in place up until 4:47 PM on November 9, 2024) will be counted towards Tammy Jakeman. A digital ballot that contains a vote for Tammy Jakeman as an independent candidate (was in place following 4:47 PM on November 9, 2024) will be counted toward Tammy Jakeman. Those who voted prior to the withdrawal of the NDP's endorsement of Tammy Jakeman cannot vote again. The above noted instructions for the count of ballots, have been used historically (most recent example 2019 Northside-Westmount by-election). I wanted to share this information with you prior to any information being released publicly, as we are receiving media requests that will need to be responded to.
