I don’t trust #FEMAReviewCouncil to get this right. The article points out other possible explanations:
1) SLTT not having staff needed for recovery (few would);
2) more extreme disasters that impact more critical infrastructure, which in turn delays recovery;
3) a combination of both.

Yes.
There are many ways we might improve upon the recommendations (at least from the viewpoint of SLTTs), but it’s impossible to do so without SEEING the actual recommendations and implementation process the #FEMAReviewCouncil is suggesting.
In turn, #EmergencyManagers, & state, local, tribal, & territorial leaders are unable to comment and give feedback on those impacts in time to influence policy. Which I believe is the whole point of acting in this secretive fashion.

It is extremely problematic that the #FEMAReviewCouncil and the Trump admin act in this secretive manner with little to no transparency. This leaves emergency managers around the country in the dark as to what their jurisdictions would face if the policies in the report are adopted.

People close to the #FEMAReviewCouncil say the Trump admin wants the report to explain the process for implementing its recommendations.

This language suggests the #FEMAReviewCouncil will issue some kind of public report, & that Noem will be the one on the hook for implementing — or not implementing — report recommendations. That way, when DHS continues its gutting of #FEMA, Trump can blame Noem for the calamitous results.

With the exception of #FEMA Region IX Administrator #BobFenton & #Tampa Mayor #JaneCastor, the composition of the #FEMAReviewCouncil indicates to me it’s a put-up job. The council was never intended to provide the administration with an honest, independent, actionable roadmap for FEMA reform.
