MISO Interconnection Processes Get Changes Approved by FERC The Midcontinent Independent System Operator (MISO) has made significant changes to its interconnection processes, approved by the Federal Energy Regulatory Commission (FERC), aimed at improving operational efficiency and fairness within the generator interconnection process. The revised rules, which came into effect on December 2nd, restrict changes to interconnection points once a queue cap is established, while also granting customers more flexibility in modifying site control requirements for generating facilities. This balance between customer flexibility and curbing speculative submissions is expected to provide a more efficient and transparent interconnection process, while ensuring reliable access to the transmission system across MISO's 15-state grid.

PJM Data Center Regulation Proposal Stalls Amid Rising Utility Costs and Grid Pressure The PJM Mid-Atlantic electric grid operator is facing an impasse among stakeholders as it attempts to select a proposal for regulating data center connections to the power system, amidst rising load forecasts and utility costs. The "Protect Ratepayer Proposal," championed by Maryland State Sen. Katie Fry Hester, aims to streamline interconnections while encouraging data centers to generate their own power sources, but its success hinges on resolving a structural conflict of interest within PJM's decision-making processes, where entities with a vested financial interest in large infrastructure projects dominate the voting power.

FERC Approves Expanded Demand Response Initiative for PJM Grid FERC has given the green light to a PJM initiative designed to optimize the integration and recognition of Demand Response (DR) capabilities, ultimately bolstering grid resilience and resource availability. With rising electricity demands and the inherent delays in bringing new power generation online, DR programs are becoming increasingly vital for PJM to ensure sufficient power is accessible to meet consumer needs. A recent FERC decision, issued May 5th, significantly expands the timeframe for DR participation. Previously restricted to specific hours during summer and winter seasons, DR resources can now be utilized on an around-the-clock basis. Furthermore, the proposal refines PJM’s assessment of winter peak electricity demand, leading to more precise evaluations of DR potential. The availability window for DR programs is also expanding from the previous 10 a.m. to 10 p.m. in summer and 6 a.m. to 9 p.m. in winter, to a continuous 24-hour operation. These adjustments are scheduled to take effect for the 2027/2028 Delivery Year, paving the way for greater and more dependable DR participation. PJM currently manages approximately 8 GW of DR resources, and recently experienced a peak load of 154 GW in February. Projections indicate a substantial rise in peak load to around 186 GW by 2030, largely driven by the expanding data center sector. These enhancements are expected to encourage broader participation in DR programs within the PJM region.
