The Cycle to Work scheme has been left unaffected by the Chancellor's Budget despite reports suggesting a spending cap would be introduced, as confirmed by a Treasury spokesperson in an email to road.cc. 

Government sources had briefed the Financial Times leading up to the announcement that there would be a clampdown on โ€œtax breaks for high earners riding ยฃ4,000 e-bikes in the Surrey Hillsโ€. But no mention of the scheme was made in either the chancellor's speech, or the report from the Office for Budget Responsibility (OBR), a Treasury-funded fiscal watchdog that leaked details of the Budget before Reeves made her announcement. It later apologised and said the report was released early due to "a technical error".

I hope Rachel Reeves recognizes that #EV drivers already effectively pay a #fuelduty of around 0.5p/mile in #VAT on electricity to charge at home (double if fast charger used). Maybe my
#Free100 idea would be better than a per mile charge that will slow adoption!

At Autumn Budget 2024, fuel duty was frozen at the current rate of 52.95 pence per litre for 2025/26, at a projected cost of ยฃ3,015m in 2025/26. The OBR estimated in its March 2025 Economic and Fiscal Outlook that if the duty rate were to remain unchanged at its current level throughout the forecast period it would reduce receipts, on average, by ยฃ3.8 billion a year between 2026/27 and 2029/30.

Fuel duty was also frozen for 2024/25 by the previous government at Spring Budget 2024, at a projected cost of ยฃ3,090m in 2024/25.
