Open PR against gh-merge-base by heaths · Pull Request #9712 · cli/cli Partly resolves issue #8979 by checking for a gh-merge-base branch tag and using that as though it were passed to gh pr create --base.

New in #GitHubCLI (by me): set the merge base now to avoid forgetting (and fixing) later: github.com/cli/cli/pull...

`gh issue develop` does it automatically from the current branch, but you can `git config branch.{name}.gh-merge base {base}'; then, `gh pr create` will use that automatically.
