However, he believes that Texas has a unique advantage due to its regulatory environment. The state's grid is controlled by the Texas Legislature, rather than the federal government, which allows for faster connection of customers and power to serve them. This regulatory advantage also enables the state to build transmission infrastructure more quickly than other states in the country. However, Vegas acknowledges that the grid still needs additional flexibility, particularly for large loads that are coming online, such as data centers. To address this issue, he is advocating for Senate Bill 6, which would require companies to use backup generators during peak periods when demand is high.
