Según un informe publicado el 9 de marzo de 2026, el 3 de marzo se dispararon estas municiones sobre viviendas en la localidad de Yohmor. HRW verificó y geolocalizó siete imágenes que muestran el uso de fósforo blanco explosivo en áreas habitadas, así como la respuesta de trabajadores de la defensa civil a incendios en al menos dos casas y un vehículo. El fósforo blanco es una sustancia que se enciende al contacto con el oxígeno y se emplea para crear cortinas de humo o iluminar campos de batalla, pero también actúa como arma incendiaria, provocando incendios, quemaduras graves, daños respiratorios, fallo de órganos o muerte. In March 2022, pro-Bukele lawmakers adopted a state of emergency, suspending a range of constitutional rights in response to a peak in gang violence. Security forces arrested tens of thousands of people, including hundreds of children, and committed widespread human rights violations, including arbitrary arrests, enforced disappearances, and torture and other ill-treatment of detainees. Dozens have died in prison. At the same time, authorities report a significant decrease in gang violence, including a drop in homicides. Severe restrictions on access to abortion, harassment and arbitrary criminal proceedings against journalists and civil society organizations, and poor accountability for human rights violations remain serious concerns.

Human Rights Watch has criticized the methods used by Bukele in his crackdown on gang violence.
