We need the state to kick in the resources to get finish up the work from #HurricaneMatthew and #HurricaneFlorence, and get #HurricaneHelene recovery going.
The ecosystem our state had to respond to #HurricaneFloyd in 1999 was dismantled by the #ncga in 2014. #HurricaneMatthew hit in 2016 and #HurricaneFlorence in 2018. The NC Office of Recovery and Resiliency was created that year after the storm hit.
The bill doesn't adequately address the #HurrricaneMatthew and #HurricaneFlorence recovery shortfall, and doesn't give the state the resources and authority to begin to run a CDBG-DR compliant program to respond to #HurricaneHelene in advance of a federal disaster allocation #ncpol
What is most significant after the Gov Ops hearing yesterday is that while the #ncga allocated $50m to NCORR for #HurricaneMatthew and #HurricaneFlorence homeowner recovery, they did not provide the totality of the funds requested.
Pryor Gibson would like $40m a month for the next three months to move the program and then come back in the new legislative session to allocate what remains given attrition and other unknowns.
