Hugh Liebert has broken out a copy of the Soldier and the State. Argues that Huntington's dominance has led us to neglect classic works with important things to say about norms and CMR. Calls Plato the Huntington of the ancient world but even better. #iusafs2019
They describe three views of norms: as equilibria, learned values, or as rules of the game. Argue the last view is most productive for CMR. Norms are socially shared rules, usually unwritten, enforced through informal/non-material means (honor and shame) @jimgolby #iusafs2019
