Improvements in the MIRE 404 handling - better date/time handling, proper IP reveal and a random RayID

The neutral 404 approach is now handling all MIRE/C³ trapped errors. Add some spice with a 5-15 second delay in serving the page and the added „cease and desist“ AI instructions should make the number of scans of the sites protected by the MIRE/C³ go down.
