My radical proposal to #KillTheIBB:
Change a walk based on count, so you go to 3rd on 3-0, 2nd on 3-1, and first on 3-2, forcing all runners along.

Make the pitcher throw a strike to each batter.

Change the walk¹ based on the count. A 3-2 walk is like now, but on 3-1, you go to second, forcing all runners. 3-0 puts you on third.

Make the pitcher throw at least a strike, preferably 2.
