New NCCI Lüderitz exco promises to support all businesses  Chamwe Kaira  The new executive committee of the Namibia Chamber of Commerce and Industry (NCCI) Lüderitz branch has pledged to represent businesses of all sizes. It will focus on creating an enabling environment that promotes entrepreneurship, youth empowerment, and investment. Alex Gawanab was elected chairperson, with Daniel Hooft as vice-chairperson. Both are prominent figures in the local business community, representing the fishing industry and the emerging kelp-linked sector. In his acceptance speech, Gawanab said Lüderitz has the resources to drive economic growth in the town and the Karas Region through both established industries and new sectors.  He said the committee would work closely with the town council and use the chamber’s structures to present the concerns and proposals of the business community. The elections were facilitated last month by the NCCI secretariat and brought together entrepreneurs of different business sizes.  NCCI chief executive officer Titus Nampala oversaw proceedings, joined by Justine Louw, the Lüderitz Town Council’s economic development planning officer. The session also confirmed the alignment of the Lüderitz Business Forum with NCCI, a move leaders said would strengthen the collective business voice through formal structures. Business leaders, including Samuehl Fluksman and Gawanab, reflected on the chamber’s past work and challenges that slowed branch activities. Nampala outlined the NCCI’s new direction and plans to guide Namibian businesses. The exco’s introduction to the town and regional leadership is ongoing, with a full induction programme scheduled for later this month.  NCCI reaffirmed its commitment to uniting the business community at grassroots and national levels to ensure that policy and strategy reflect private-sector interests. Lüderitz man guilty over killing of brother A Lüderitz resident who killed his brother by stabbing him repeatedly with a knife has been found guilty of culpable homicide after standing trial in the Windhoek High Court. Brenton Hendricks (24) was found not guilty on a charge of murder, but convicted of culpable homicide, in a judgement delivered by judge Claudia Claasen on Friday. Claasen found that Hendricks was entitled to defend himself against an assault by his older brother, Joslin Hendricks (26), at their family home at Lüderitz on 25 September 2022, but that he exceeded the bounds of self-defence when he used a kitchen knife to stab his brother, with fatal results. Brenton told the judge during his trial that he was preparing an evening meal in his room when he heard voices outside and went to look what was going on. He took a knife, tucked under the waistband of his shorts, with him when he went outside. Brenton said he found his brother arguing with and swearing at their father. When he asked his brother why he was going on like that, Joslin grabbed him by his chest and neck, threw him to the ground and then punched him while kneeling on top of him, Brenton said. During the fight, he tried to get his brother off him, but Joslin also strangled him, and he then pulled out the knife and stabbed Joslin several times, he said. After Joslin had collapsed in their house, Brenton told their father that they had to rush him to a hospital. At the hospital, they were informed that Joslin had died. According to a post-mortem examination report, seven stab injuries were recorded on Joslin’s body. Some of the injuries were superficial, but two stab wounds to Joslin’s chest were fatal. Brenton used a kitchen knife with a 21-centimetre-long blade to stab his brother, Claasen noted in her judgement. “The evidence from both sides reveals that the deceased was the aggressor at the outset,” she said. “The court is satisfied that he [Brenton] was indeed attacked,” Claasen added. “All things considered […] I find that it was necessary to defend himself,” she said as well. However, the means used by Brenton, in the form of a knife with a blade 21 centimetres long, “was not reasonably necessary in the circumstances”, Claasen stated. The knife was “a formidable weapon”, and Brenton used it to stab his brother seven times, Claasen remarked. “That, in my view, is excessive in the circumstances,” she said. “He went overboard in his defence and ought reasonably to have foreseen that he might exceed the bounds of private defence. He was thus negligent in his actions.” Based on the finding of negligence, Claasen convicted Hendricks of culpable homicide. Hendricks was free on bail during his trial, but his bail was cancelled after the delivery of the verdict. He has to return to court on 19 June for a presentence hearing. The authority recorded a 4.8% increase in cargo throughput for the financial year ending on 31 March 2025. It handled a total of 8.42 million tonnes across the ports of Walvis Bay and Lüderitz, up from 8.03 million tonnes in the previous year. This growth, according to Namport, reflects strong performance across bulk, break-bulk, containerised and liquid cargo, driven by infrastructure upgrades, strategic partnerships, and increased cargo diversification. Elias Mwenyo, Namport’s commercial executive, says the increase demonstrates the authority’s commitment to meeting market demands. “The continued rise in volumes confirms our strategic focus on cargo diversification and improved operational efficiency. Namibia is steadily cementing its place as a reliable logistics hub in the region,” he says. Mining continues to be a key driver, with notable increases in the export of copper concentrate, zinc concentrate, and uranium oxide. Imports also rose by 7.1%, led by bulk commodities such as fertiliser, sulphur, ammonium nitrate, petroleum, wheat, and machinery. While exports from the Port of Walvis Bay dipped slightly by 5.7%, gains were recorded in salt, lead, copper, charcoal, timber, and stone exports. The port also saw the first-ever export of critical minerals like nickel and zinc concentrates. The Port of Lüderitz posted a 21.7% increase in cargo, rising to 1.47 million tonnes, mainly driven by imports of petroleum, machinery, and wet fish. Namport says it remains focused on expanding infrastructure and attracting new trade corridors to boost Namibia’s role in regional trade. Quota dispute dampens spirit of Crayfish Festival Hertta-Maria Amutenja The Lüderitz Crayfish Festival is facing tensions behind the scenes as the Crayfish Festival Trust is accusing the Lüderitz Town Council of withholding vital fishing quota funds. The Trust claims this has disrupted the festival’s preparations and operations. The 18th edition of the Lüderitz Crayfish Festival began on Tuesday and will run until Monday, 5 May. The event, under the theme “Safeguarding our Ocean Riches”, celebrates the town’s maritime culture and features seafood dishes. But the Crayfish Festival Trust and the Town Council are at odds over financial matters, with both sides accusing the other of failing in their duties. The Trust issued a statement saying, “Despite our efforts to cooperate and fulfil the conditions set by the Council, the funds have still not been disbursed. The Trust views this as a deliberate attempt to undermine the success of the Festival and its objectives.” The Trust added that it had complied with all requests for financial reporting and governance documentation.  “We remain committed to transparency and accountability, yet the Council continues to create obstacles,” the statement said. In response to the ongoing dispute, the Trust appealed to the community for patience.  “We call on the community and stakeholders to remain calm and continue supporting the Crayfish Festival. We believe that unity and dialogue will prevail over division,” it stated. Lüderitz mayor and festival trustee, Phil Balhao, addressed the issue on Facebook, confirming he had been removed from all official festival programmes. “I have been instructed by the chairperson of the Crayfish Festival Board of Trustees, Alex Gawanab, that I have been removed from all programmes for this year’s event,” he said. Balhao claimed the dispute centres on unresolved financial audits and transparency issues. “The Lüderitz Town Council, as the custodian of the Crayfish Festival, has been deadlocked in an ongoing dispute regarding the validity and financial accounting of previous festivals,” he wrote. Balhao explained that the Council’s decision to withhold the funds stems from pending issues that need resolution.  “This has led to the Council withholding the transfer of funds to the Board until these pending matters have been resolved and overcome with a clear way forward,” he added. Balhao also mentioned that three councillors are facing legal threats, but emphasised that the Council is open to finding a long-term solution.  “We actually welcome finding a final and lasting solution through any means, as long as there is no more confusion moving forward in the years to come,” he wrote. In his post, Balhao criticised the Trust’s version of events and announced that a public meeting will be held soon to address the matter.  “We will have a public meeting soon to share our motivation with our community within the coming month. Then you can make your minds up,” he wrote. Balhao later clarified in response to questions that he is not involved in this year’s festival and was only briefly involved last year. He said that, according to the Trust Deed document, the chairperson of the council is the ex-officio chairperson of the Crayfish Festival Board of Trustees, but that role has been held by Gawanab since last year. He also confirmed that he was informed of his removal via a WhatsApp message from Gawanab following his appearance on Good Morning Namibia. Efforts to reach Gawanab for further comment were unsuccessful at the time of publication.

NamWater spends over N$15m on infrastructure maintenance in //Kharas During the 2023/24 financial year, the Namibia Water Corporation (NamWater) spent approximately N$15 million on maintenance activities in the //Kharas region. Places such as Keetmanshoop, Lüderitz and Bethanie are experiencing intermittent water disruptions due to pipe breaks or breakdowns at pump stations. However, NamWater seems to be facing a country-wide challenge of pipe-bursts and water interruptions due to aging water infrastructure. NamWater spokesperson Lot Ndamanomhata says NamWater is actively addressing aging infrastructure through ongoing pipeline and water infrastructure replacement projects, such as the Naute-Keetmanshoop pipeline replacement, alongside routine inspections, preventive maintenance, and emergency repairs to prevent failures. “In addition to daily maintenance, NamWater is actively implementing capital and maintenance projects to refurbish or replace identified infrastructure. During the 2023/24 financial year, approximately N$15 million was spent on maintenance activities alone in the business unit south,” says Ndamanomhata. Keetmanshoop resident Sam Barnard says intermittent water cuts not only disrupt daily activities of people but also impact hygiene, provision of food through gardening projects, and is an inconvenience, especially when residents are not warned in advance. Barnard says it is uncomfortable for elderly people to go up the hills close to Oxpass to fetch water from the trucks the municipality provides when there are water cuts. “At least if the municipalities or water utilities would inform us in advance that there will be a period we will be without water, we can prepare for it. But most times you realise there is no water only when you open the tap and when you call the service provider,” says Barnard. He says that speaks of a leadership not focussed on their work and which is failing in its planning and town maintenance. The spokesperson says the water utility advertised a tender to the value of N$184 million to replace the main feeder pipeline from Naute Dam to Keetmanshoop and awarded the winning contract in February 2024. Unfortunately, says the spokesperson, the winning contractor failed to get on-site, and the award was subsequently cancelled. The contractor reportedly became aggrieved by the cancellation and took the matter to court. “The matter is currently sub judice, and NamWater’s hands remain tied until court proceedings provide directions on the way forward,” says the spokesperson. Ndamanomhata says NamWater, together with the Lüderitz Town Council, is engaged in discussions to explore medium- and long-term solutions, including the construction of a new storage reservoir to improve the town’s water supply capacity. The blooming of activities within Lüderitz has led to a higher water demand, putting increased pressure on existing infrastructure, says Ndamanomhata. Lüderitz Town Council public relations officer Elwin !Gaoseb says the council employs mitigation measures to ensure that despite these setbacks, the council supplies the community with water through alternative sources. !Gaoseb says the council is in the process of upgrading its current water network to address shortcomings in the supply of services, particularly high-lying areas. “During 2022/23, a pipe break at the Khoichab water reservoir resulted in a non-supply of water for a period of two weeks from NamWater. Low turnout dogs TotalEnergies consultations at Lüderitz amid poor awareness, limited engagement Low turnout characterised the first day of TotalEnergies consultations with the Lüderitz’s community on Wednesday. Across venues, attendance figures were disheartening, with one gathering drawing roughly 50 participants, and another barely managing to attract more than 15 individuals. This lack of engagement has sparked discussion among residents regarding the effectiveness and relevance of the events. Lüderitz deputy mayor Brigitte Fredericks says “what really contributes to the low attendance is awareness and invitations”. “I am of the opinion that there is not enough awareness of these projects, secondly the way in which these meetings are advertised is not sufficient. “I know we are moving with technology, but I don’t think social media adverts are enough. Not everyone has a smartphone and those who do, do not always have data or Wi-Fi. “In the past we put up notices and announcements were made in churches. It does not happen anymore. That is my take on the low attendance of meetings and events,” she says. Feedback from attendees indicated a common sentiment of dissatisfaction, with some expressing that the presentations did not provide sufficient information regarding the projects, associated risks, or benefits to the local community. Jody Coetzee says the information he was interested in was not provided, so he “did not stay long”. He estimates roughly 50 to 60 people attended the session held at the Lüderitz Waterfront conference room on Tuesday. He says he wished for information on how the community would benefit from these projects, however, it was “just explanations of drilling processes, etc.”. Phil Balhao Ndapunikwa Heita says the session held at Lüderitz Secondary School was “quite informative”. She adds they were informed around the “environmental aspects, job creation, social responsibility, oil extraction and drilling”. However, Heita says the attendance was quite poor, as the session was mostly attended by teachers and a few pupils. Lüderitz mayor Phil Balhao says: “It is a little disheartening, and is actually a bit of a trend where we have a lot of different engagements where the turnout is less than desirable. “I think there’s a few things that might be to blame for it. “If we look at the last census, the amount of people with smartphones and access to this information is actually minimal. We need to use other methods of promoting these events, such as television and radio.” According to Balhao, events are often held during office hours and people cannot always attend. He says the ‘elephant in the room’ is that many people feel there is no use in attending consultations, because they feel excluded. The mayor wants to encourage residents to make use of consultation opportunities, “because networking and chatting at these events might just unlock a wonderful opportunity for yourself”.
