Medicaid Turns 60... But There is More Work to Be Done. Medicaid has expanded to cover groups like children, seniors, and people with disabilities. In the 2010s, the Affordable Care Act (ACA) used Medicaid to expand coverage even more. Medicaid covers nearly 80 million people, including 1 in 3 people with disabilities, with affordable benefits that cover: home and community-based (HCBS) and long-term support services (LTSS).
